In the year 1971, San Francisco faces the terror of a maniac known as Scorpio- who snipes at innocent victims and demands ransom through notes left at the scene of the crime. Inspector Harry Callahan (known as Dirty Harry by his peers through his reputation handling of homicidal cases) is assigned to the case along with his newest partner Inspector Chico Gonzalez to track down Scorpio and stop him. A semi-fictional account of Henri Charrière's time in the penal system in French Guyana - some of it spent on infamous Devil's Island - is presented. It's the early 1930s. Charrière - nicknamed Papillon because of his butterfly tattoo - and Louis Dega are two among many who have been convicted in the French judicial system, they now being transferred to French Guyana where they will serve their time, never to return to France even if they are ever released. A safe-cracker by criminal profession, Papillon is serving a life sentence for murdering a pimp, a crime for which he adamantly states he was framed. Dega is a wealthy counterfeiter, who expects his well-to-do wife eventually to get him released. On Papillon's initiative, Papillon and Dega enter into a business arrangement: Papillon will provide protection for Dega, while Dega will finance Papillon's escape attempt. Used car salesman Rudy Russo (Kurt Russell) needs money to run for State Senate, so he approaches his boss Luke (Jack Warden). Luke agrees to front him the $10,000 he needs, but then encounters an "accident" orchestrated by his brother Roy also played by Warden, who runs the car lot across the street. Roy is hoping to claim title to his brother's property because Roy's paying off the mayor to put the new interstate through the area. After Luke disappears, it's all out war between the competing car shops, and no nasty trick is off limits as Rudy and his gang fight to keep Roy from taking Luke's property.
