In 2008 school-girl Holly Winshaw arrives in Rochdale with parents Jill and Jim but, after a row with Jim, moves in with the precocious sisters, Amber and Ruby Bowen, regularly visiting a fast food shop owned by a Pakistani they know as Daddy. The naïve Holly soon realizes that free food comes with a price when she is raped by Daddy but when she is arrested for vandalizing his shop the local police dismiss her allegation through insufficient evidence. Nonetheless Sara Rowbottom, who advises on sexual health matters, is concerned that something is wrong and the girls are being groomed by Daddy and his friends. With her father's backing Holly makes a second statement but this only results in Amber being briefly questioned for procuring. Sara, helped by Holly, identifies one of the rapists but Holly's delight at passing her exams is ruined when again no charges are brought, again on insufficient grounds. However fifteen months later the Greater Manchester force pick up on the facts and D.C. Maggie Oliver heads an enquiry, initially meeting with hostility in the light of the Rotherham force's failure to act, all three girls having fallen pregnant. Nonetheless she is persuasive and sincere and wins over Lorna, the mother of Ruby and Amber and ultimately both Sara and Holly. Unfortunately Ruby still naively believes the father of her child loves her, causing a rift between the sisters and whilst prosecutor Nazir Afzal is keen to press ahead the sisters' falling out and the attitudes of the guilty men provide an obstacle. The nine accused are brought to Liverpool crown court outside of which there is a racist demonstration. Holly is the first prosecution witness via a CCTV link and, despite the defendants' barristers onslaught on her she is open and honest in her testimony, earning her parents' love and respect. With Amber's delusional attitude preventing her from giving evidence, Ruby is the next, equally convincing, witness, leading to the press gunning for the Rotherham police's ineptitude in handling the original case. All of the accused are found guilty and imprisoned. Maggie however sees a flaw in the operation, suspecting further grooming involving Amber, which she uses to provide closure. An end title brings up to date the fates of those concerned - two of them being shamefully treated. It also lists the many areas of Britain where the grooming of under-age girls has been exposed.
